PURPOSE OF THE ROLE:
The Regional MHPSS Technical Advisor (RO MHPSS TA) must use a deep contextual understanding of the MEEE region, technical expertise and relationship building skills to provide a critical link between the global and country technical work of Save the Children , strengthening our support at the regional level. The objective of the MHPSS RO TA is to continue to build a coherent, well-coordinated and high-quality response across multiple Save the Children country offices to provide a holistic and integrated approach to meeting the MHPSS needs of children and children. families in the region. , with a focus on contexts and children affected by adversity. The role supports advocacy and influencing at the regional level, while fostering strategic partnerships for the development of new businesses. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across country offices and ensuring the quality of our programs. MHPSS Regional Technical Assistance supports seeking technical assistance for country offices in emergency and development programs.
The role is expected to foster relationships with a wide range of internal and external stakeholders, including Country Office teams, Save the Children members, SCI’s central Program Quality and Impact (PQI) team , advocacy colleagues, Regional Advisors from the three breakthroughs as well as other cross-thematic advisors (e.g. gender, children on the move, disabilities) and initiatives (e.g. Migration and Development Initiative and MHPSS Collaboration for Children and families in adversity), technical counterparts in other organizations and donors. In particular, it is expected to maintain close contact and accountability to the Global Child Protection (CP) Theme Team and the Multi-Theme MHPSS Working Group.
In the event of a major humanitarian emergency, the job holder will be required to work outside of the normal role profile and be able to modify working hours accordingly.
KEY AREAS OF RESPONSIBILITY:
Strategy & Management:
- Sets the vision and strategic priorities for MHPSS in the region and works to develop, update and operationalize the Regional MHPSS Steer
- Support Country Offices in the design of their thematic strategies (programme and advocacy), ensuring alignment with Save the Children thematic priorities and global breakthroughs
- Facilitate collaboration between Save the Children members, regional and country offices to strengthen the MHPSS portfolio in the region and create a community of practice among MHPSS specialists in the region.
- Coordinate Save the Children’s MHPSS work in the region, including facilitating information sharing and learning, liaising with the MHPSS TWG.
- Foster regional strategic partnerships for new business development, e.g. strategic positioning with donors at regional level and positioning Save the Children as a leader in a technical area.
- Provide strategic and technical assistance to the development of MHPSS programming in the region and ensure that country offices have access to and use internal and external best practices and evidence in the design of new programs
- Lead regional/multi-country program design, facilitating collaboration across country offices and ensuring consistent, high quality technical design.
- Be available to country offices to support the review of MHPSS-specific components of proposals.
Program quality and technical support
- Facilitate access to appropriate and high-quality technical assistance by COs across the movement, drawing on member expertise, global thematic leadership and country office expertise.
- Support the CO in the implementation and monitoring of regional/multi-country/and country-specific MHPSS programs, to ensure high quality delivery, monitoring and evaluation
- Oversee regional MHPSS programs funded by members or other donors, complete and submit interim and final regional program reports to donors and assist regional awards and finance teams in reporting on monthly, quarterly budget expenditures and end of year on regional programs.
- Provide interim technical assistance (“fill the gap”) to specific country offices or programs when in-country capacity is not available
- Support ongoing mapping of existing MHPSS technical tools and programs used in the region and provide guidance on best use in line with quality standards and criteria (e.g. IASC guidelines on mental health and psychosocial support in emergency situations).
- Identify gaps in tools and programming and fill them by consolidating material from other regions or creating new materials as appropriate.
- Provide technical support for major humanitarian responses and emergency preparedness planning
Technical capacity building and mentoring
- Support the mapping of MHPSS capacity needs and gaps in countries in the region, and the development of capacity building plans
- Identify and support regional capacity building opportunities, based on CO priorities and strategic needs, including facilitating face-to-face and online trainings, webinars, simulations, etc.
- Support the recruitment and talent management of CO MHPSS technical staff
- Provide technical mentorship to CO technical colleagues to support learning, professional development and engagement in MHPSS inter-agency coordination mechanisms at the national level
- Facilitate cross-country office learning between child protection technical experts in the region; identify creative ways to build capacity, share learning, best practices and collectively address challenges
- Bridging the global-county divide by helping technical experts understand and contextualize global guidance, learning and evidence while supporting CO technical experts to join discussions and forums, contribute guidance, global learning and evidence to ensure learning from the region informs our global evidence and strategic direction in child protection
Representation and Advocacy
- Maintain oversight of the MHPSS sector in the region, regularly sharing relevant information with COs and Save the Children members; also, representation in the regional MHPSS inter-agency coordination working group,
- Trigger advocacy efforts related to MHPSS programming and foster learning and innovations in liaison with other key stakeholders and in close collaboration with the RO advocacy team.
MEAL, Innovation & organizational learning
- Provide support to country programs in formulating MHPSS theories of change and milestones, as well as selecting, measuring and reporting against MHPSS indicators
- Provide support for the development and monitoring of quality benchmarks
- Provide support to country programs to conduct impact and process evaluations of MHPSS activities.
- Develop operational research ideas and support implementation at regional and country office levels
QUALIFICATIONS AND EXPERIENCE
- At least 7 years of experience working in the field of MHPSS in emergency or development contexts.
- Excellent knowledge and experience in the use of key tools and approaches, including the IASC guidelines on mental health and psychosocial support in emergencies.
- Significant experience in emergency response, protracted crises or fragile state contexts (experience in the region is a strong asset)
- Experience in context, capacity and policy analysis, as well as regional/international influencing and advocacy to hold duty bearers accountable for the realization of children’s rights.
- Skills in networking, advocacy and partnership development to promote learning, strengthen civil society and mobilize resources.
- Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t for children
- Demonstrated skills in program design, monitoring and evaluation, including designing pathways to sustainable impact at scale.
- Business development/fundraising track record
- Significant experience in training, capacity building and mentoring
- Experience in strategy development and planning
- Fluent in English and high level of writing in English.
- English language skills essential, additional Asian language desirable.
- Experience contributing to successful funding proposals for donors
- Experience or knowledge of working and living in relevant regions/contexts
